What is the Physician Extender Professional Liability (PE-PL) Program?

The Physician Extender Professional Liability (PE-PL) Program provides full service insurance Occurrence Based coverage at a reasonable cost. A Physician Extender is defined as a Certified Midwife (CM), Certified Nurse Midwife (CNM), Certified Registered Nurse Anesthetist (CRNA), Nurse Practitioner (NP), Registered Physician Assistant (PA) or Specialist Assistant (SA).

Who is eligible for the PE-PL Program?

To be eligible for the program, the Physician Extender must be employed by a HIC insured Voluntary Attending Physician (VAP), or be an employee of a Professional Corporation (PC) where a VAP is a shareholder and demonstrate an acceptable claim history.

Who is the insurance carrier?

Hospitals Insurance Company, Inc. (HIC) is a New York admitted and licensed company that provides primary professional liability coverage to Physician Extenders who qualify.

How are premiums determined?

Premiums are based on the specialty of the HIC insured VAP employer and the location where the majority of patients are seen. Payment is submitted on a quarterly basis.

What is meant by PE-PL Program limits?

Limits are the dollar amounts available to cover claims each year the policy is in effect. The primary layer provides $1 million per occurrence and $3 million in the aggregate. This means up to $1 million is available per claim and $3 million is available annually in the event of multiple claims.

What discounts are available in the PE-PL Program?

A Part Time discount is available to those Physician Extenders who qualify:

  • A 35% discount is available for Part Time (20 hours or less per week) in premium classes 2, 4, 5, 6 (Vascular only) 7, 8, 9, and 10. However, Neurosurgery (1), Obstetrics (3) and Cardiothoracic Surgery (6) are excluded from part time coverage.
  • A 50% discount is available for Part Time in premium classes 11 through 23, and 54.

Does this policy provide coverage for Office of Professional Medical Conduct (OPMC) administrative hearings?

The policy provides $25,000 in the aggregate for legal representation for OPMC administrative hearings or other actions per policy period.

What is an Occurrence based coverage?

An Occurrence policy covers claims arising from the insured’s services during the policy period regardless of when a claim is made. A tail is never necessary when the policy is cancelled.

Is a Claims made policy available to Physician Extenders (CM, CNM, CRNA, NP, PA, SA)?

No, HIC offers only Occurrence policies. In the event a CM, CNM, CRNA, NP, PA, or SA is approved to enroll in the PE-PL Program and currently has a claim made policy, a tail must be purchased from their previous carrier.

What will happen if the Physician Employer cancels his/her VAP Policy?

The Physician Extender must seek coverage elsewhere. A reasonable amount of time (30 day period) will be given for the Physician Extender to do so.

How do I obtain an application for enrollment in the PE-PL Program?

At the top of the HIC website (, click on “Enroll” and download the Physician Extender Application. Complete the application, attach a copy of your New York State license and declaration page (primary) from your current insurer.

How long does it take to place the coverage?

It usually takes 2-3 weeks to complete the underwriting process.
